It introduces the use method in the mailing list in this page.

1. The manager makes the key pair.
2. The manager uploads the public key to the Internet.
3. The manager exports the key pair to the file.
4. The manager encrypts the export key pair with each participant's public keys.
5. The manager transmits the encrypted key pair and URL of mailing-list's public key to the participant.
6. The participant decrypts the encrypted export key pair.
7. The participant imports decrypted export key pair file.
8. Whenever the new participant joined, chapter 4. The following processing is repeated.
